There is a post on Reddit today about three officers parking their cars in the bike lane while eating at LA Cafe downtown. After an observer took a video of the officers' parking jobs Officer Aguilar approached the observer and demanded he erase the video while threatening arrest. The observer complied with Officer Aguilar's request.

Can any officer reading these boards weigh in on proper parking procedure for Police officers when not on an emergency call? On photographing officers in public?

It's not a matter of opinion, it's straight fact. Cops are in public, cops can be videotaped like anybody else in public. This isn't even new-school, smile-while-you-swing-the-baton subtle Bratton/Beck era LAPD thuggery, it's good old fashioned thuggery from the days of Daryl Gates.

Best thing to do if they are going to arrest you for filming a pig is to lock your phone, put your hands in front of you and wait to call a lawyer. Call their bluff before their scare tactics kick in.
