Because Santa Monica is known for being progressive and environmentally friendly. We want to show the people of Santa Monica that getting around by bike is a fun way to run your daily errands and have fun without having to get in the car. Bikes
aren't just for cruising up and down the bike path or for weekend exercise, they can be a fun means of regular transportation.
Not only that, the cyclists in Los Angeles are a community. As our society becomes ever more fragmented and isolating, it's nice to gather together with a group of friendly people and actually get to see and know your town, rather than just staring at the bumper in front of you as you sit in your car by yourself.
Something like that.

For equality.. understanding and acceptance as cyclists within, a part of and as one with the community of Santa Monica who proudly states they are a bike-friendly town, however constricts the growth of bicyles amoungst its residents by hounding the cyclists as if in a police state for reasons of control as well as having the means to do so, etc.

I was given this questions this morning, just in case the media did show up. This gave me the opportunity to think how I would answer this.
I thought, "this would be good to share with everybody, so that they would be prepared and answer the question in a way that they would be satisfied with".
As usual instead of taking the opportunity to save yourselves from sounding like the complete dufuses that you are, the majority of your instead took the opportunity to be yourselves.

Can someone post all of the Santa Monica bike laws so that we are able to completely follow those laws? I keep hearing contradictory things.

As far as I know, the only Santa Monica law that differs from the City of Los Angeles law is that you cannot ride on the sidewalks or Third street promenade in Santa Monica. Other than that the California State Vehicle Code, CVC. 21200 - 21212, applies to bicyclists. CVC 21200. (a) Every person riding a bicycle upon a highway has all the rights and is subject to all the provisions applicable to the driver of a vehicle...'

This is in reference to the residents of SM. If you're not a resident of SM, then you don't have to worry about having their license. Here's the code to what I'm referring to,
License Requirement 39002.
SM can make their own codes as long as they are not in conflict with the California Vehicle Code (CVC). You can read up on all the code here,

in my experience, you don't have to actually violate a law in order to receive a citation from smpd.

Because I like riding my bike and spending time with friends. Sometimes I happen to ride in Santa Monica because it is convenient for some other people, it should be no different from any other city.
Los Angeles is a very large city where many people are used to commuting around to different places that they want to go, so coming out from the Valley to Santa Monica for a bike ride is no big deal (it seemed like it's a crime based on the cop's reaction to seeing my address on my ID).

all LICENSE REQUIREMENT 39002 says is that a city may provide an ordinance that no resident shall operate a bicycle without a license.
even if it only affects actual residents of SM, six months of jail time for not having a bicycle license is outrageous. i realize that in all practicality, no one would ever receive such punishment.
has anyone compiled a list of the citations that were issued last week?

Does SM have any anti-cruising ordinances that say you can't pass by a certain point more than X times in Y hours, like on Sunset in LA? That would be worth looking into if rides are planning to go 'round and 'round within a limited area. Of course, if there are multiple groups, chances are slim that they could prove that any individual biker passed by a particular spot multiple times. If the law exists, though, SMPD will probably hand out bullshit tickets for it regardless.
