i'm building a bike at the kitchen

and plan to build the other bike also at the kitchen
plus, i'm so in debt that new bike is put of for a LONG time.

48-49cm should be the tallest.
Remember, I'm like 5ft and I ride a 42.
But, yes, does depend on inseam. But who cares.

Question:
I know that stand over height (over the top tube) is important, but what about the seat height, should you be able to sit on your seat and have both feet flat on the ground also??

heres a tip for everyone, your saddle should be adjusted so when you raise your head as far forward and up as possible, your arms are not locked. a slight bend is what you're looking for. and for your pedals, you should put your heel on the pedal, and while pedaling backwards, you should not feel your hips swaying side to side.

No, if you can do that, your seat is WAY too low.
You want to set up your bike so that your leg is just shy of straight when the pedal is at the bottom of the stroke. As ijunes mentioned, if your hips are rocking as you pedal, your seat is too high.

The seat should be about the same height as your hip bone, but
seat tube length is hardly relevant because of the simple fact the seat can be raised up and down. The top tube length is much more critical.

i'm 5'0 and i ride a 44 cm. mine is terry style with a tiny ass front wheel though. i like it. CoeCoe also rides 44cm with two 700s and shes 5'1. 46/47 just sounds too big.
