I tried to setup something similar to this a few months back (it was a zombie walk for buy nothing day) and had a pretty weak turnout. It was still tons of fun, but the more people, the more fun it is.
I wonder if anyone around here is genuinely as interested as I am in baffling "the everyday man." If so, we need to join forces.

This is a perfect Cacophony Society prank! These guys in the past have done stuff like replace a cuddly teddy bear in a store with the exact same thing but filled with cement. They've done many other culture jamming pranks in the past. You'll most likely find the like minded folks you're looking for there.

They are similar to Cacophony but they are actually called
Improv Everywhere
Check out their no pants pranks too.
BTW one of the rules is NO CAMERAS except for a few prearranged hidden cameras.
If all the participants took pictures of each other they wouldn't look as random people any more.
