Need help w/share the road sign

Hello everyone,
I was at one of my favorite sites today and noticed a Share the Road sign and I just couldn't figure out what it is telling me! Thought I'd share it with since MR seems to be most observant of signs and the law. Not to mention able to define what the signs mean!

-Now is this an English sign and the images are coming at you? Then that would mean the driver is on the wrong side.
-Does it mean an English sign and the images are going away? Then the bike rider has the fast lane.
Does it mean American lanes and the images are coming at you? Then again, the biker has the fast lane.
-Does it mean American lanes and the images are going away from you? Then the driver is on the wrong side.
- The only way* this is correct is if the driver is driving a wrong car that the masses are driving. That would be an English car in the states or an American car in England.
Rather bizarre references if you are promoting bicycling in very prestige learning institute.
* leaving out that the driver might be parked and hitting the pipe or texting.
