You should try it first.
If it's like that old thing BikeOven has, it's a huge pain in the ass to steer/pedal/ride.

-Paintball Tank setup, quadmount Tippmann's BABY!!!
-Urban exploration documentation center setup
-MR AWACS-like, command and control bike.
The possibilities for this rig are endless, like the bottomless pits lining the Funeral Mountains!!!!

Sure, these would be street legal anywhere in California if NOT used as a commercial (for hire) vehicle. Here is the California vehicle code definition of a "bicycle": No upper limit on the number of wheels it can have.
231. A bicycle is a device upon which any person may ride,
propelled exclusively by human power through a belt, chain, or gears, and having one or more wheels. Persons riding bicycles are subject to the provisions of this code specified in Sections 21200 and 21200.5.
