650 vs 26 wheels

Does anyone know if I can use 650 wheels on a mountain bike? What would be the problems if they aren't interchangeable? How close are they in sizes?

 brake wouldnt reach, mtn bike rims are wider than road rims. ive never heard of an offroad 650 before either. they are strictly for bar spins on fixed gears.

 This guy has some wheels and tires for sale that he said was on a Cannondale MTB. The tire size is 25-571(650 x 25c) Other than readjusting the brake block, I don't think I have to do anything else.

Of course I'll try them out before buying them.
