That's a tough one. I would say the potholes because they're an immediate hazard, but so can a lack of bike lanes. But seeing how long it takes the city to mobilize and utilize tax payer money for bikes lanes, I'd have to go with the former. Plus potholes also affect cars, making it a point of interest for both cyclists and drivers. The city would have no other choice.
