doing a low run of 40-50 wont be very cost effective unless you do it yourself. i think the minimum for most places is above 100.

I did all the bike winter 2007 shirts w/ Jen Diamond. It took us maybe two hours to print over 100 T's.
I go to this place called "Screen Depot" on Main near Washington to get screens.
Very simple to do.
Create your graphic on a computer and print it out on a transparency paper. (or just bring a CR-R to the screen manufacturer and they will charge you $5 to print it out)
Screen price depends on physical size of the frame and your "mesh count". Think about spending $22 to $30 for the screen.
Across the street is a place called "McLogans" or somthing, they have all the ink and advice you need. Ink is probably going to run you $20 for the cheap stuff. Think about spending a few more bucks on screen hinges.
Around the corner is a huge warehouse full of T-shirts and shit, they are ridiculously cheap.
Print t's..
Take them to a laundry mat and dry the shirts to set the ink.
I can help you if you want, or you can borrow my screen printing table that has the screen hinges already screwed on.

go to a place called Rhee tech downtown at 24th and Main. Bring your artwork in high res jpeg, illustrator or pdf format on a disk. this is their website: http://www.prinsupply.com/ A screen will cost about $30-$40 depending on the size of your print.
buy shirts at a place called A.N.D. on 17th and Hill. AAA is $24 a dozen
take the screen and shirts call up my boy Joey at Atomic Tees on La Brea by Olympic. 310 508 0321 tell Joey, Don from Midnight Ridazz told you and you will get a good deal. their minimum is 36 shirts.

Hey if you want I silk screen shirts and stuff. You're looking at like a $80 investment for your first run of a dozen. Printing colors other then white on black shirts requires you to make 2 screens. You need to press a layer of white before your lay the color. This way the color comes out exact. After the $80 initial investment, it's $25 a dozen for Triple-A shirts sizes S-XL. XXL and up are more... For a two screen per shirt swipe, i'd charge $3 per shirt. Dozen shirts printed would run close to $60 after your first dozen. If you print 100 shirts at a time or more, the print cost goes down by half.....
