How do I get higher handlebars?

Just got this single-speed on craigslist, no brand or anything but it looks/rides nice. However, the handlebars are too low for me. And they are basic OURY, as where I want racing bars.
I have a large upper-body so well, what is the best way to maximize upper-body room on a bike? I was thinking of bars like this: http://www.bikesdirect.com/products/motobecane/images/msg_blu_2100.jpg
So, if I were to do that, I would want to get new handlebars and a new piece that extends out from the frame of the bike to the handlebars. I don't know the name of that. Can anyone help a brotha out?

ah so can the stem just be raised?
hmm perhaps i want to get a higher stem, the fella i bought it off said that would cost about 40 at a store.

... depends. If you have threaded or unthreaded stem, that's first.
If it's threaded, then yes - you can loosen it, and raise it. But it might have a limit.
If it's not threaded, then maybe. Some times it's as easy as flipping over the stem, er, the thing between the handlebars and the... I don't know the name.
I only know old bikes, so I'm not sure when it comes to unthreaded stems...

the only (rear) brake on it really sucks. papa wants me to get two brakes too.
damn, i hope i'm not puttin too much into this baby. she looks nice though. a nice clean, punx pike. no logos or nuthin.

The stem is what attaches your bike to the handlebars.
If your bike has a threaded fork (e.g. the stem drops down inside your headtube, instead of clamping on to the end of the fork), you can get a longer quill stem and use that. (just google "long quill stem" on google shopping, but make sure you know what diameter you need).
If your bike has a threadless fork, you can buy a steering tube extender for about $25 and put that on your fork, and then put your threadless stem on the extender.
The attached pic is what my bike looked like after adding a steering tube extender and a shorter/angled stem. It made the bike WAY more comfortable to ride.

....they sell belly rests for the top tube in case you have some gut-rub when you try to get aero.
