REI has one of the best pages I've seen on fitting your bike. It wouldn't be a bad idea to have a "fitting your bike" link in the link section. If it's not the REI page, than something else. Preferably something better than the REI page.

im 5'5 and just got a 54 cm.
everyone tells me i'm crazy and then i get on it and they're like oh....it fits you?
maybe its not a 54. i should measure it.

And i gots a 60cm bike. eh.. my nads are almost laying on my top tube.

iJUNES gave a me site where you give these various body measurements and then it tells you saddle height, saddle position, top tube + stem length, handle bar width, and maybe some other things I don't remember.

If you're comparing two frames that are close like a 61cm and a 63, or something like that, then it's meaningless. But frame sizes get you in the general ballpark. It's up to the seat height and stem height and length, and other measurements, to get the final adjustment dialed in.
So yes and no to your comment.

i use the competitive cyclist fitting guide. also, top tube length is the most important thing to consider when fitting a bike.

top tube + stem
If the stem is too long (or short as well?) it can mess with handling

nads touching top tube is badddddd. you should me able to jump up and down a little bit. 6'0'' and im on a 56 but i have short legs.

track bikes have different geometry than road bikes. higher bottom brackets, etc etc.
6'4 with a 63cm road bike and a 59cm track bike.
