 cheap wheel building? I don't know about that but i do know of a great place. Flying pigeon los angeles bike shop has a professional wheel builder .Jhon Raspa built me a custom rear wheel specifically for bike polo. all depends.

 Professional Wheel builder? Don't know if one exist in this country. Find me somebody who can true a 12" wheel and I'll call them a Pro. and happily pay their fee.
I just don't think that person exist in the USA.

 1st the distances between the spokes A critical point for achieving wheel manipulation. 2nd the type of rim steel, alloy ect. all depends!
