Speculation is a large part of what made the first round of European emissions trading such a failure. Amplifying the opportunities for speculation with complex financial instruments like carbon derivatives seem like such a mind-bogglingly terrible idea that I'm surprised anyone's even considering it. Or maybe I'm not. 
Cap-and-trade is supposed to be a regulatory tool. It can work, but not if the price of carbon is decoupled from the actual demand by speculation. The financial people who are arguing for allowing derivatives either don't understand this or don't care.
A carbon tax would make way more sense. Too bad it will never happen.
