Where do u buy bike stuff for cheap, new (hemlets) and used (locks, pumps)?

I've found things on Amazon. Also eBay, Nashbar, at the Bikerowave swap, in a drawer at the Oven, at my neighbor's yard sale, listed on a Forum, in a thrift store, at a benefit, on the markdown table at my local bike shop...
Keep your feelers out for bargains...that is all...:)

Tyler would have a FEEL day with this.
I buy ulocks from amazon. They're considerably less. Lights, tubes and other smaller accessories I buy from my LBS. Try building a rapport with one and you may also notice that prices could come down just a bit.

Bikerowave sells brand new CPSC/ASTM certified bike helmets for $18/per.
Locks and pumps are both worth spending money on, as the cheap ones pretty much suck, and if you buy something decent, you won't be buying them very often, so those are worth a trip to your local bike shop.
dealextreme.com has all kinds of cheap stuff, so if you're looking for things where quality isn't a priority, that might be worth checking out.

Finding deals is a hustle in and of itself. Daily scours on CL, ebay, nashbar, performance, etc, or classified sections of roadbikereview, lafixed, bikeforums, etc.
