Well, parts of that particular CHP-command also covers the Twenty-Nine Palms, Air/Ground Combat Center.
Perhaps the Marines mentioned will only be covering highways adjacent or running through the base.

I've heard of USAF Security Forces doing the same thing around Edwards when they see fit.

There's no Constitutional problem with using the military for law enforcement. If you remember your Schoolhouse Rock, the preamble of the Constitution goes:


We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.


Note that "insuring domestic tranquility" comes even before "providing for the common defense" among the powers and purposes of the federal government. Not surprising, given the number of British loyalists still living in the states in the generation following the revolution.

What you are probably referring to is the Posse Comitatus Act of 1878. Under that act, the U.S. military is prohibited from performing local law enforcement under normal circumstances. The act was part of the bargain that ended the "reconstruction" period following the civil war. In essence, the Democratic candidate for President (Samuel Tilden) won the popular vote, but there was a dispute over who won the Electoral College. The compromise reached was that the Republican candidate (Rutherford B. Hayes) would get the Presidency, but the Democrats would get the withdrawal of the U.S. Army from the southern states. As a result, the southern states were free to institute jim crow, and the KKK and lynch mobs were free to operate in counties where the local sheriff would look the other way, without that pesky Union Army rounding up the klukkers. All in all, a pretty disgraceful bit of our history. But certainly not a constitutional problem. Congress could repeal the law tomorrow.

They are probably there to scare (and deal with) the solders at the nearby base.
When they card some dunk and he is a solder they'll hand him over to the MPs.
Otherwise, those white helmets are just there to scare soldiers who are young and dumb and fixin' to party.

Otherwise, if this was to prevent/catch civilian dunks, wouldn't the MPs be here in Hollywood where drunk idiots from all over the world will be descending to act stupid. Certainly we will have a disproportionate amount of drunken foolishness here.
