I am headed to the NYC next weekend, anybody out here know anybody back there that is down with a bike loaner program?

 Not sure, there used to be a free-bike program, but the bikes got stolen so much they had to discontinue it.
Try googling.
There's also probably some sort of mass ride going on while you're there, you could probably google that too.

 just make sure they loan you a giant lock too...bikes are stolen in NYC too often

 yeah, it's above the national average, i heard somethin like one every 12 seconds, the national average is 1 per 31 sec.

 Thanks for the help, I had thought about bike shop rentals, but wanted to keep it a bit more personal and maybe catch a alley cat race.
