I stripped the paint and rust off a frame down to the steel using Jasco paint remover and a whole mess of sandpaper. The Jasco stuff works but be sure to wear protective gloves as the shit strips skin real well too.

Sometimes its not worth the effort. Just consider it an undercoat and spend your efforts on sanding it down real well everywhere so the new paint can get a good grip.
Test the new paint on some small area before you go for it, since the old and new paint may not be compatible and may craze and bubble if they're not.

One good application of paint stripper will get all of the grease, grime and loose paint off the bike.
Then give it a good sanding with a high grit sand paper (200).
Put on two very light coats of primer, wet sanding in between. Then you're ready to paint.
If on the other hand - you really want it down to bare metal - have it sandblasted.

and be sure the bike you're sanding isnt powder coated... as that isnt paint, it's an anodization that bonds with the surface of the metal, you'd likely damage the frame before you got it off.
