That is really interesting. I remember reading that about ten years ago, new york city had attempted to start a similar program, although this was before the idea of using a trackable magnetic card came up, their main problem was, they didn't have any bikes, all 1000 of them were stolen in less than three hours.

I can't read that file, but CICLE.org featured an article about a free bike program starting up in Paris, which I assume is similar:

I have to admit that I don't think this would be an effective program for our city, as I think most people here in Los Angeles already have access to a bike. I think the main problems here are that people don't feel safe riding on the roads, and there's a lack of good bicycle racks and parking facilities.

ojai had a yellow bike program 7 or 8 years ago. they were also all stolen.
