TALL-BIKE help needed.

I bought a bike with the intention of turning it into a tall-bike by welding another frame on top of it. I want to use the cranks on the top frame to drive the cranks on the bottom frame (similar to a tandem setup) as I intend to retain the functionality of the rear derailleur.
Anyway, I am looking for:
1) A suitable frame with bottom bracket and cranks to stack on top of my existing one. My existing one has a 1" steerer and so in the interest of keeping things homogenized, I would prefer that the upper frame also have a 1" steerer.
2) Someone who's done this before (or at least wants to try) who can help with advice and/or welding and/or misc metal and scrap parts.
If you are one of those people that has a personal junk yard of parts, and wouldn't mind letting me dig around for a suitable frame, please let me know. I'm looking for free or at least very cheap.

I've built my fair share. Here are some tips:
1. You want both frames to have the same head tube diameter. This way you can align the head tubes up with a chunk of 1" conduit (It fits nicely) If your head tubes are not aligned, you can't steer.
2. 90% of the work is preparation. Put the bottom frame in a park stand and stick in your alignment tube, slide the top frame on and see where things line up. If the bikes are roughly the same size, the top bottom bracket should be somewhere around the bottom seat post. Use a 1/2 round bastard file to miter the seat tube so the top bottom bracket fits sung. This insures a tight weld
3. failure to use a stand will result in frustration
4. power tools fuck up thin bicycle tubing fast.
5 It takes about 45 minutes and three beers to weld everything up.
6. 3/4 inch conduit is the same size as 1" steer tube
7. Conduit is soft, and it if bends under load it can fuck you up. Try to find a third bike as a donor to use the steel as your steer tube and extended head tubes.

I bought 5 junky parts bikes today. Two "Next" bikes and two Huffy and a silver spray painted ten speed with a step through frame.
If you want a frame, you can come and get one for free. I'm in Walnut. They all have American bottom brackets with one-piece cranks.

For the drivetrain run a single chain over the two cranks cassette and through the derailler. Instead of using the bottom crankset you can use just one derailler pully to save weight.
