HIT AND RUN: Cops won't help

Need some advice.. the accident doesn't involve bikes, but it does involve hit and runs and crooked police. My friend got T-Boned by some crazy lady running a red light. My friend's car got totaled, her MOM was in the car and got sent to the hospital, witnesses chase down the suspect, police do NOT ticket her, arrest her, ANYTHING. What's worse is that the lady gives my friend FAKE insurance information, as in she has no insurance. Now my friend has to pay for everything, the hospital bills, her car, she has a high deductible and is broke and just can't do it. She went back to the police to see if they could help her at all, and they said despite running a red, wrecking her car, endangering lives, and presenting fake insurance info, they're just not going to ticket her for anything at all and won't do anything else to help her.
Is there anything she can do? Please, if you have any advice we would really appreciate it.

Did you get here license plate #? If so, your insurance company can cross reference it and see if the car has insurance or not. It's a lead, not much of one but something.

Hi Dusky,
Officers can not cite the driver for a violation that they did not observe but if the person fled the scene than an arrest for Hit and Run would have been appropriate. The only issue is whether there was a clear intent to leave the scene. If she walked away from the car to go across the street to use a phone that would not be considered fleeing. You indicated that she was chased down so I would assume that her departure was an active attempt to leave the area.
