Even in the Wild West, horses were precious commodities and not everyone had them.
Everyone else either walked, used mules or donkeys, or took the train or stagecoach.
Hell, even today, those with horses are usually well-to-do.
If anything, excess autos should be stripped down to their basic materials and stored for whatever, future purpose suits the reconstituted material.
Building materials for all aspects of public-transit essentials perhaps?
As far as machines tearing the cars apart, why not just employ people to manually take them apart and send them on their way?
This transportation-reconfiguring could actually be a blessing in disguise.
