steel road frames

looking to get a new steel frame soon and was wondering if anybody had any suggestions. Wanna get something that is a little more geared towards riding than it is towards racing. weight isn't a huge issue either. ideas?

As an alternative to the (beautiful but exotic) Italian stuff:

But the frameset costs $2000.....
You can also build a reasonably priced (~$2k complete) and almost as cool Soma (Smoothie or Stanyan) or Surly Pacer....

the roadeo is built more as a racer than a riding rig which does not comply with the requirements set forth by the OP.

Dude if you've got $700-1200 to spend on the frame and fork alone, you've got a WORLD of options, especially if you don't care about weight.
That said, if you want a bike geared toward riding, that's made of steel, and weight isn't an issue, you don't need to spend anywhere near that much. You can buy an old Schwinn/Bianchi/Univega/Centurion/80s bike boom steel frame for $20-200 for the frame and fork. Spend another $100 for paint/powdercoating, and you'll have a one of a kind bike.
If you do want something new, you can find some of the smaller frame-builders to do custom work in your price range, and that would fit you a lot better than something off the rack.

Search used bikes on ebay by quality tube sets. You can find really nice lugged stuff that's not machine made.
Get a nice powder coat
get new groupo..
end up with a sweet bike.

Yup, a nicer 80s road frame would do just fine for what you described. If you want to buy new, Gunnar Roadies or Sports are a good value. They retail for like 800, frame only, and weigh about 3.6 pounds, not bad for a steel frame.
You can also get all kinds of nice used frames for 700-1200 bones, probably something better like a real Waterford or better.
