the day fire burned enough of ojai and the surrounding areas a few years ago. as long as sb doesnt have another painted cave fire, i think its ok.

It happened in the blink of an eye.

J.C. Simmons remembers pedaling out of a parking lot in Thousand Oaks.

The next thing the Thousand Oaks schoolteacher knew, he was lying on the pavement with paramedics standing over him.

His cheekbone, jaw and eye socket were broken. Simmons was rushed to the hospital, where he underwent reconstructive facial surgery, including rebuilding his left eye socket.

His December 1999 accident came despite years of cycling. Simmons has logged more than 25,000 miles on his bicycle since he took up the sport more than 11 years ago.

But all those years of cycling could not save Simmons from crashing into the sport utility vehicle that December morning.

"The whole thing was unavoidable," said Simmons, recalling how the SUV unexpectedly turned in front of him as he was heading out of the parking lot, sending him crashing into its windshield.

It would be five months before Simmons could get back on a bicycle. However, the accident has not lessened his love of cycling.

"If anything it's stiffened my spine," he said.

Simmons is among the hundreds of cyclists injured every year across Ventura County. Exactly how many cyclists are injured is unknown.

Some law enforcement agencies do not keep statistics on bicycle accidents. Others have cut back on their investigations into some bicycle accidents.

The Ventura Police Department, for example, no longer investigates noninjury bicycle accidents to determine who's at fault. The department has a shortage of police officers and is unable to meet its response-time goal for priority one calls, including injury accidents, said Lt. David Wilson.

The California Highway Patrol keeps some statistics as part of its Statewide Integrated Traffic Records System.

There were 2,350 reported accidents involving a bicycle in Ventura County from January 2000 to November 2006, according to the CHP. These accidents led to 2,079 injured bicyclists. An additional 32 were killed in Ventura County during this period.

Bigger vehicles, more danger

Simmons has seen a big increase in traffic congestion around Thousand Oaks and other parts of the east county during the past 12 or so years. Vehicle size has also increased. Bicyclists must often share the road with sport utility vehicles and other behemoths.

"It's definitely gotten more dangerous in some ways," said Simmons, who's worked with Thousand Oaks to improve bicycle safety there.

Bill and Kate Faulkner have bicycled for years on the opposite end of the county. As longtime members of the Channel Islands Bicycle Club, the Ventura couple have ridden across some of the most scenic roads in western Ventura County as well as parts of Santa Barbara County.

They know the risks of having to share the road with a growing number of vehicles. Despite these dangers, the Faulkners figure being a couch potato is riskier.

"The benefits of exercise far outweigh the risks of a sedentary lifestyle," Bill Faulkner said.

The Faulkners know they can lessen the risk of sharing the road with motorists by being predictable in the way they ride. This includes obeying traffic signals and laws and staying on their side of the road.

At the same time, motorists need to give cyclists room just as they would for any other vehicle on the road.

"Motorists need to recognize that a bicycle takes up a lot less space on the road and it's helping them by reducing the amount of congestion," Bill Faulkner said.

Cities can also do a lot to make cycling safer, through such simple steps as restriping bicycle lanes and making sure the lanes connect to other lanes to create a seamless network of bicycle routes.

Faulkner also believes tougher laws are needed so that bicycling can be made as safe as possible.

Safety bills on the horizon

Assemblyman Pedro Nava, D-Santa Barbara, has introduced legislation under which vehicles would be required to maintain a minimum 3-foot distance from bicycles when passing them on the road.

Nava introduced the bill after 21-year-old UC Santa Barbara student Kendra Payne was killed last year after being hit by a truck while riding in Goleta.

"The tragic death of Kendra highlights the need for legislation requiring a safe-passing distance between a motor vehicle and bicycles," Nava said, at a news conference in Ventura.

Six other states have similar laws, Nava said.

"If all of these places can do this, I just have to believe that California can do the same," he said.

But Nava's bill has yet to become law. Previous versions of the bill have been opposed by several groups, including the California State Automobile Association.

Sean Comey, a spokesman for the AAA of Northern California, said his organization opposed the 3-foot passing rule because it provides no flexibility for roads of various sizes.

"It's too rigid of a requirement," Comey said, adding his organization has yet to take a position on the latest version of Nava's bill.

K.C. Butler is the executive director of the California Bicycle Coalition, a nonprofit group that advocates for increased funding and a safer environment for bicycling.



Butler said bicycling still isn't seen as a serious mode of transportation by many policy- makers, organizations and a good portion of the public.

This attitude also colors the public's perception of who is at fault when a bicycle collides with a motor vehicle.

More often than not, these collisions are seen as being the bicyclist's fault, Butler said.

It's a perception that frequently does not match reality. Butler said motorists are cocooned inside tons of metal. A bicyclist is basically unprotected.

"When a cyclist makes a mistake or does something stupid on the road they're putting their life at risk," he said.

Butler points to a recent poll by the San Diego Association of Governments in which 75 percent of the respondents said their fear of an accident keeps them from bicycling more.

He also is discouraged by how much of the $19.9 billion in general obligation bonds to fund transportation projects across the state will be spent. A majority of California voters approved the bonds in November.

Butler said much of the money is earmarked for vehicle-related improvements.

"This measure will continue the cycle of investing in congestion, air pollution and global warming, threatening public health, safety and well being, diminishing our quality of life in California," he said.

Ventura County is expected to adopt a countywide bicycle master plan this year to provide bicyclists with safe routes along public roads and trails.

The plan also aims to organize all of the existing bicycle routes into a seamless network.

"We want to provide as many bicycle choices as possible to everyone," said Kerry Forsythe, deputy director of the Ventura County Transportation Commission.

I'm located in the NP / Thousand Oaks area and actually am more concerned when I bike around many places here that are not usual bike routes due to the boredom of police officers in the area (if you bike at night or do not wear a fancy jersey), number of SUV mom's / teen drivers / drivers who are not used to seeing non-jersey wearing cyclists.... and plain just do not care.

I lived in West & Downtown Los Angeles for 6.5 years and though many of the drivers are psychopaths, they are at least used to highly varied events while driving... in a strange way, I almost feel safer biking around there.

Ideas? Experiences?

Yo, I live in Thousand Locs.. Theres a lil bike ride every Thursday night from WEstlake Cyclery to Toppers in TO..its kinda fun-more like a mosey...Im working on a fast paced ride thru the Conejo Valley once a week,,let me know if anyones interested in exploring the safest city in America!

Thousand Oaks is well known for being among the safest large cities in the nation. The city consistently ranks as the first or second safest large city (population between 100,000 and 499,999) in the United States in annual surveys (the main competition being nearby Simi Valley, as well as Amherst, NY which has claimed first place 7 times in the last 12 years.[6]

Wow. That Nardcore cover was a blast from the past. I actually stopped by the Mystic Records "studio" when a couple of the bands were recording songs for it. It was right around the corner from the Hollywood DMV on Vine.
