So I’m tired of my local bike shop cheating me, you know “fixing” things that he found that need fixing. So my question is this what tool do I need so I can
adjust my brakes
adjust or tighten the handle bars (sometimes they shift)
and i guess the other general tool to do general up keep I have a
tire lever, multi tool (not the bike multi tool) and an allen wrench set

Having half of a brain helps if your going to fix your own bike.
It might be a good idea to keep going to the bike shop.

I always keep my bike in good conditions no need to carry tools around..

-Usually a size 10 wrench. Sometimes an allen wrench.

Get some wrenches. Allen keys are equally important.

every bike is different in one way or another.
Older bikes more so than newer bikes.
if you are going to take the money to invest in tools
why not take the time to go to a local bike collective and work on your bike there?
at least just once or twice.
figure out what tool you need for what task and take notes.
that way you have already essentially tested each size / style tool you need for your bike and you know how it works (more or less).

newer bikes just need mostly allen wrenches for the not hardcore stuff.
once you get in to hubs and bottom brackets and headsets, you'll need special tools

The Bikerowave (12255 Venice Blvd.) will be doing a free basic roadside maintenance clinic at 6pm on February 5th that might be worth your attendance.
If your bike is like half the bikes I've seen at the Bikerowave or on rides, your mechanic ""fixing" things that he found that need fixing" is doing so to save your ass, not to cheat you and earn a few extra bucks, especially since you aren't even sure what tool to use to tighten your handlebars. (That said, he should ask your permission before doing stuff he'll charge extra for.)
In answer to your question, for basic maintenance, you'll probably want: a multi-tool / allen key set (probably metric), an adjustable crescent wrench, a pair of pliers, some tire levers, a patch kit, a spare tube, and a pump. That will let you do the bulk of the maintenance you'll need to do.

A triple allen 4, 5, &6 mm will do most brakes and some derailluers as will a triple hex wrench in 8,9, & 10 mm
some tool makers:
park tool
pedro's
hozion etc
with these two tools you can do many adjustments on your bike, a couple of screwdrivers will complete what you'll need to do most minor adjustments.
come by and I'll show you how to do it if you want.

I don't have that, looks like a nice tool though. I do have some wierd, onld and very usefull tools in my collection:
This tool is used to get crank races out, it works badass.
A cottered crank removal tool, you don't ruin the pins this way.
for pulling a flat spot out of a wheel...
I made this tool to remove Schwinn crank races...
A fork straightening tool made from a bumper jack. Awesome.

what the narc is sayin is that a bike tool is the ones that park there SUV around the corner at the start of the ride and then rides up like they road all the way. then they complan the ride was to short!
