Bottom bracket?
Bent axle? Jacked rear wheal bearings?
On the unlikely chance you've got a rear brake, is the pad rubbing?
Take the rear wheel off again and spin it holding the axle. If it's got friction there, then it's the axle/bearings, but if it spins freely, then it's something in the rest of the setup.

bottom bracket?
it's kinda hard to give sound advice when we can't see or feel the problem. i suggest going to a local co-op.

Do you have a ball & cup bottom bracket or is it sealed?
If it's ball & cup it could be over-tightened.

From the lockring, it looks like a cup and ball setup.
You may be able to loosen the lockring a little bit to ease things up (it's the black ring on the non-drive side of your crank) and see if that works.
If it doesn't you'll need to do more work.
If you want to do it yourself, it'll help to swing by the local bike co-op (bikerowave, bike oven, bike kitchen).
You can either take apart the existing bottom bracket, clean and/or replace the bearings, lube everything, then reassemble it properly, or you can buy a new sealed bottom bracket for $11-25+ and use that instead (make sure to measure the spindle length, as they need to match).
Try playing with the lockring first though.

can i attack that lockring with a wrench or pliers or do i need a special tool?

You're gonna need some special tools like a crank puller, a lockring tool, and a bottom bracket adjustment tool.
It will help a lot to have the bike on a stand, as well as a mechanic standing over your shoulder to get it adjusted just right. The ball & cup setup takes some pretty delicate adjustments to get it just right.
My guess is you will need to remove the non-driveside crank, lockring, and adjust the cup to be just barely looser- but it's really hard to be a good judge over the internets- and, on top of that, servicing a bottom bracket is a relatively new thing for me to do- let alone explain it to someone else!
Good luck!

That's probably the lockring that's holding the adjustable cup underneath it in place. Loosening that won't actually adjust the pressure on the bearings.

How do you like your flip? How often do you flip it and is it complicated to do so?
I would like a flip flop for the dream single speed/fixed gear in my head....
Hope you manage to fix your problem.

You should have researched these things before you bought the bike.

Nah you'll be fine!
Have fun + be safe out there on your fixed :)
Bike shops are cool, but I strongly encourage a bike co-op because it's cheaper, faster, and you get to learn how to do it yourself! Personally I find it really rewarding to work on my bike with my own hands and then go ride.

Was your bike like that the minute you got it? Did this start after you took off/put on your wheel? Have you been hopping curbs and landing very hard on the rear wheel?
If this started after you took off your wheel, you might have accidentally tightened your cones after tightening the wheel on your frame.
The cones are on the hubs, and they're what allow your wheel to spin.
Head to a bike coop, you could see firsthand what the deal is.
Good luck.
