LAPD LOOKING FOR WITS

Hello All,
Some months back the below was posted on a forum regarding an incident that took place on the November Critical Mass:
"I SAW TWO MOTOR HOGS TACKLE AND FACE PLANT SOME HIPSTER, ON THE ASPHALT, NOT THE SIDEWALK, IN THE MIDDLE OF THE STREET, FUCKED THAT KID UP, PHYSICALLY HURT HIM, LEFT A SCARE ON HIS FACE, WITH A LITTLE BIT OF BLOOD. "

There was also talk that it may have been captured on Video.
I was advised that some folks do not want to get involved because they may have a criminal record or have immigration issues. I want to reassure you that your legal status and past actions are not relevant to this investigation. Please assist us in making the LAPD a more responsive, and accountable department.

I saw a motor officer stop a cyclist on the Crankmas ride by riding his motorcyle directly into his bicycle perpendicularly, knocking the cyclist to the ground.

It was on tape, then when the LAPD officer noticed the taping, he attempted to smash the camera/cellphone on the pavement (here-say) . Then the lapd proceeded to not release the results of the internal investigation.
Sgt. Krumer. David, if I may call you that... we are all humans. We deserve to know the truth about what our police officers are doing and what the higher ups are doing in response to poor actions and choices by the officers. The police officers on that night actively tried to harm people. Please follow up on this. (i dont even know why I ask, you dont really care, nobody in your place WOULD)
May I ask what the (1) name of the officer (2) badge number and (3) Supervisor name of the officer involved in the video link I am about to post. The officer I am asking about is in the video from youtube.

The officer I am curious about is the one kicking the passing cyclist at about one minute ten seconds into the video.
Surely you know more about the officer in question's identity or at least a way I can find out how to reach his commanding officer? ?
THEN... THEN... The officers that TACKLED the videographer tell him conflicting information at high and commanding voices. One says "get the fuck down" the other says "get up" back and forth 3 or 4 times. WHAT DO THEY WANT?
No matter what he did in that case ONE of the cops are angry, one of the cops can say he resisted arrest, one of the cops can say he was making trouble and not complying.
Why was Manny tackled? Who was he tackled by? What are the results of the internal investigation regarding the police misconduct on this night?
The only reason he begun recording the actions of the officers in that area at that time was because he had already noticed misconduct in the form of attempted violence and swinging of batons.
I say it's a 1/99 chance that I get a serious legitimate answer from SGT. David Krumer on my questions.
I know they are hard questions SGT, but I am not the only one in this community who has these questions.

I am not the only one who wants answers.
I am not the only one who saw this happen over and over and just didn't happen to catch it on film.
I am not the only one who has been waiting and stewing about this issue for TEN MONTHS +
I want to know if anything has happened as far as repercussions go for the cop that kicked the rider. Was he reprimanded, Sgt. Krumer?

You said it youself, TheDude. Your chances of getting any meaningful response out of anyone in the department is essentially zero. They are not in the business of helping people, they are in the business of controlling people. To give them the benefit of the doubt, they may believe they are helping us by controlling us. The absurdity is worth a chuckle.
You can't fix the system, by using the system. You honestly think the police are going to shape up on their own? You think they'll shape up because a handful of cyclists on an internet forum have got beef, or a few disgruntled citizens out of millions show up to a City Council meeting? Please.
How many years have we been going in circles with this discussion and getting literally no meaningful, lasting results? This was already going on for years and years even before I got involved in what small capacity I have. We complain and complain and complain and take a step or two forward, then another cop gets caught brutalizing a civilian and getting away with it and we are back to square one.
The goal of justice is noble, but I am more and more convinced every day that the methods we're trying to use are not working and more than likely never will.

It sure did get a response from the LAPD. They now escort critical mass and the LAPD is responsible for a lawsuit brought against them by the videographer.

and I will also say that the LAPD has stepped up it's efforts to help cyclists out.... at least in my experience, though I'm sure not everyone will have this same experience.

Hello TheDude,
Mr. Gallegos filed a civil lawsuit as a result of this incident. I can not comment on pending litigation.
The officers have been investigated and appropriate action was taken against those involved. State law does not allow me to disclose what discipline was imposed as it is considered a confidential employment record. Please recognize that it is State law and not LAPD policy that prohibits such disclosure.
Refer to Public Safety Officers Procedural Bill of Rights Act. Government Code Sections 3300-3312 fro additional information.
I apologize as I am sure my response does not satisfy your concerns.

On this we will have to respectfully disagree. I do not believe that our system is such that the democratic process is doomed to failure.
By working within the system and going to City Council you (as a community) has effected a considerable amount of change in the LAPD.
1) We developed training for our officers on cycle specific elements of the vehicle code to prevent unjustified citations.
2) We have encouraged our officers to conduct enforcement against motorists that violate cyclists rightful use of the roadway.
3) We have monthly meetings with cycling advocates who bring up issues that need to be resolved or addressed.
4) We are continuing to refine our approach to policing large bicycle events like LACM.
5) We are providing our officers with clear guidelines on when and how to stop fleeing cyclists so that the tactics that you mention in the video are not repeated.
6) The Department assigned Cmdr. Jorge Villegas as a liaison to the cycling community. Where most folks have a Senior Lead officer of a Police Officer rank, cyclists have a Commander as their liaison.
This and more has been accomplished by working within the system to affect positive change. The system can work but you have to be patient, reasonable in your expectations, and willing to utilize the system.

I know the police department has lots of training programs and meetings and policies. But you can't tell me that there was previously a policy in force encouraging officers to violently attack random bicyclists on the street BEFORE these programs were begun. Power corrupts, and certain men and women in uniform will abuse it regardless of how many programs there are to dissuade them on a moral basis. Note that in my case, it isn't the behavior of the officers themselves that maddens me, it's the way the department protects them and the way the judicial system lets them off the hook even when they are convicted of heinous crimes against innocent civilians.
My office has a "very strict" sexual harassment policy, classes, special training for department leads, etc etc etc. Unfortunately, human nature is human nature, and sexual harassment will occur regardless. Likewise, abuse of power will happen when men and women are given the authority to administer justice on the streets, under the legal protection of an employer (the city / state) that prevents the public from knowing, when, how, or even >if< any accountability is being exercised.
I'm familiar with the efforts to improve the relationship between the LAPD and the citizens (not just cyclists) of LA, but my personal experience has been that results are still over the horizon somewhere.

I hear your frustration...yet here is the LAPD actively looking for witnesses to help us weed out those who do not perform to our standards.

I filed a complaint against the LAPD following an LACM ride. The LAPD followed up on it and it was resolved appropriately. Sounds like you're more into hating than doing.

Ty Sgt Krumer for addressing this issue. Just like the riders in LA, the LAPD has its' good and bad people in it. Your presence here is applauded, and I know some of your peers may not understand your involvement in our community and I'm sure it gets even harder in cases such as this one. Thanks again for your hard work and patience.
