 post it to craigslist immediately....make them prove it's their dog too....if you have time, take it to a shelter and see if they can scan for a micro chip in the neck area of the dog.

 You need to take that animal to a vet immediately and have them check to see if it has a micro chip. if it does they can call the owner and get the pet back to the owner that is worried about it.

 Did you make ANY attempt to find the owners of the dog? If not, THAT IS SO FUCKED UP....Did you put up any posters? Craigslist lost and found ad? go to the shelters to see if any lost dog postings were up? At the very least post a picture of the dog here and I'll place the craigslist ad for you....
