what size is this seat tube 23 1/2 in

There are 2.54cm per inch, so 23.5" = 59.69cm.
Depending on how you measured the seat tube, and how the bike company sizes things that's probably a 58-61cm or so frame.

my bike is a schwinn and it rides 27 you think i can put 700c into it

should be able to, however you might have to change your brake arms.

Sure, but it's likely you'll need long-reach brakes, as the originals may not fit. (A 700c is 8mm smaller in diameter than a 27" (622mm vs. 630mm), so your brake will need to reach an additional 4mm.

i don't have brakes i have a fixie so it should wotk out well then rightt
thank yu everybody that has helped me out. is thier a big differnce between the 27 and the 700c

Swing by one of the bike collectives (bike oven, bike kitchen, bikerowave) if you've got a spare minute or two, and ask one of the folks on staff to take a minute to walk you through your bike.
Or just check out sheldonbrown.com, as that site has almost all the answers.
Get a brake too. If you don't know anything about how your bike is set up or how to maintain it, and it's a conversion, a brake is a smart idea, as a loose cog / broken chain can leave you with no way of stopping except for flintstoning it, jamming your foot against the wheel, or laying it down, none of which are ideal. (Yes, brakeless is trendy, and the bikes do look cleaner, but if you're not knowledgeable about bikes, you need all the safety help you can get.)
Also, wear a helmet.

yeah im going to bicycle kitchen saturday to build the rest of my bike.
is the 700c gonna be a big differnce or just like an inch smaller

700c rim = 622mm diameter, 27" rim = 630mm
Diameter = the length of a straight line passing through the center of a circle and connecting two points on the circumference.
8mm is .8cm is approx. .315 inches, so the difference in rim diameters between the a 700c and a 27" is less than a third of an inch.
