I am by no means an expert and will defer to more competent ridazz than me, but I think it depends on your body physics and frame sizes differ from manufacture. So I guess what I am trying to say is go to your LBS and try out some bikes.

whoa whoa whoa 5'9" and 56?
i have a bit shorter arm length so i ride a 53cm, but you should be riding a 54 tops not a 56. why waste weight on more hi-ten steel?

Just make sure your balls don't touch the top tube. It's like the third rail of cycling.

simple answer.
no.
on my bike there is easily 2 inches between my nuts and the top tube. but my arms are shorter so i had to get a bike that had the right top tube length. seat post is much more adjustable than stem length without having an adverse effect on the handling of the bike
