WTF? No parking bikes at parking meters?

Thank god they're not enforcing this law.
LAMC SEC. 88.10. PARKING METERS AND PARKING METER STANDARDS NOT TO BE USED FOR CERTAIN PURPOSES.
It shall be unlawful for any person to attach anything or to allow a bicycle, newsrack or any other article or thing to lean against a parking meter or a parking meter standard.

It's been like that forever.
Now that digital parking kiosks are popping up, there trying to save the old posts and turn them into mini bike racks.

I can only imagine the reasoning is the collectors of the old coin style need to be have free access to the machine to empty and service it. They wouldn't want to work around a bike or worry about scratching it or knocking it over...

I always thought the parking meters were hooked into collection pipes that led to a central collection vat on the block.
I mean, those meters look like they could only hold so much on their own before the meter-maid came out and collected.

Nope...they are individually emptied. For a while it was popular to try to knock the tops off to collect the change in them.

before they had the digital ones, you used to be able to take a penny, scratch a bit off the side against the ground, insert and it would give you the full two hours. anyone else used to do that?
