upstairs is the the vision i came up with for my bike using

Trickmilla's right, Pedal ID (http://www.pedalmafia.com/mafid/mafia_id.html) is great when you want to build up a bike online to see how it looks before you spend the $ on parts.  
Here's mine on Pedal Id, then complete, then with different bars and fenders and additional goofy shit.

Here's my thinking on it. It's obviously vintage and not of the recent asian made ones. Therefore it came out of where the cinelli builders worked in mexico. That would make it mid 70's to early 80's. It's not the pro line because of the style of lugs and not being chromed. 
Here's something I found out about what line yours might be... 
Beneath the Pro in the lineup was the Carerra Sport, made of chromoly tubing, sometimes Japanese Tange. Stylistically these bikes differed greatly from the Pro & Competition, having fancier stamped lugs and a more French-look in detail and featured Japanese componentry as well. 
Does it have any of these components. That would point to being a Carerra...

Looks like your bike is about a 1974. Here is one that is very similar to yours. Check out the lugs.

that's probably it, then. the logos are a different design. That, in retrospect, makes me think that it is probably a later vintage... more like early 80's.
