i dunno, maybe i'll do a ride tour or something, because i don't know the exact streets of these places.
if you know anyone who lives in downtown, their apt. building usually has a nice view....
i'll tell you though, the hotel that used to be the NEW OTANI in little tokyo had the most beautiful view. then i guess they realized i had been up there on their helipad because they locked the roof door, and now that hotel has been bought out. :( i used to adventure around with my camera, but not so much these days.

The easiest way to access rooftops is parking garage rooftops.
If you are going to have tripods and other gear is best to drive in. Pay the $5-10 and don't ask any questions. Drive to the top.
If you are going to walk in...
Again...Do not ask for permission. Do not make eye contact with the parking attendant. Just go in as if you are going to pick up your car.
Here are some parking garages
Hill and 9th
Olive and 8th
Flower and 8th
Spring btn 5th and 6th
Grand and 12th

The Standard Hotel
550 Flower St.
Has a restaurant / bar on the roof. We got some sweet shots up there one evening.

also, some other good parking garages are the one in little tokyo off 1st, also the one across the street from the disney concert hall, there's no attendant there, and you can really be there all night.
