judging by that mustache, he's only stealing bikes to lure little boys into the back of his white van.
(and the gut confirms this.)

His apearance would suggest he steals bikes and eats them for that late night meal.

If they leave the sting bike unlocked they are more likely to get a random opportunist.
And sure that type of person needs to get checked, but they should be locking dummy bikes up with cables and onther cheap locks so they can find the pros who roll around with a bolt cutters day in and day out.
I suspect that thats not a glamorous though ... waiting hours to catch a dedicated theif vs. knowing that odds are a random desperate person will likely to steal a carelessly unlocked bike in DTLA within 15 or 20 mins.
Good work, but I want to see more than a 20 minute commitment to make an arrest and grab a headline.

I agree, maybe the guy they caught was from Amsterdam and thought LA had a Bicycle sharing program!

“Apparently, the thief hit his front brake too hard which brought the rear wheel over the front,” said Lt. Paul Vernon in a statement. “Obviously, he’s not a skilled rider.”
Mellish, who was not injured in the crash, was arrested on a felony charge of petty theft with a prior conviction. His bail was set as $20,000.

no tears for the opportunistic bike thief.
I'm just sayin' if they were more interested in shutting down the serious players, rather than grabbing some headlines, they would take a different approach than going for the low hanging fruit with an unlocked bike.

They need to do some stings on buses too, where it is normal to leave a bike unlocked.
Also, if they put a GPS tracking device hidden inside the frame of the bike, even a cellphone with a long battery life would work. Then a camera to catch them in the act. They could leave a bike locked up for a while, and be able to catch them without needing to standby for a long time. As soon as the GPS location moved more than 2 feet, cops are called and BAM.
Damn, I want to set this shit up.

You could make a couple dozen of these, and catch so many people!

Headline grabbing does get the message out though, which does likely help deter theft.
