 The loophole is that there isn't an organization that's associated with leading critical mass here.

You can't be cited for organizing a parade without a permit if you're not one of the organizers.

While I'm sure they could probably put something together to cite individuals for participating in an unauthorized parade / event, I think L.A. police / leadership are a little more reasonable than that for the most part.
