Yeah it seems like it, but to use it right now, it's really fucking complicated because you also have to worry about browsers that don't support it........
some tags support the "title" link which shows up text when you hover your mouse over it

img tags have something similar, it's "alt" instead of title, and it stands for alternate text, just incase the image doesnt show, it shows that text instead
