The law is written to regulate pedestrian behavior. It says you can't cross the street when the signal says "don't walk." It also says if you are a pedestrian in the street, it is your responsibility to get out of the street as quickly as possible.
If you were on a bicycle in the street, AND you were moving, this obviously doesn't apply to you, because you were a vehicle, not a pedestrian. FIGHT IT!!
If you were riding on the sidewalk that's a different story. They may be able to argue that by riding on the sidewalk, you forfeited all the rights of a vehicle and became a pedestrian. And since pedestrians are explicitly forbidden to cross when the signal says "don't walk," you would have a harder time fighting that one.
If you stopped (had to stop) in the middle of the street then it's likely the officer's prerogative whether he wants to consider you a bicycle or a pedestrian and that would make it tougher to fight. But it would still be worth fighting if you had to stop for safety, because you had to stop your vehicle to prevent a collision.

The 21456 "don't walk" citation is meant for pedestrians and basically means that if it is already flashing than you can not begin to cross. If you are on a bicycle that complicates things as you are not really a pedestrian...however if you are not a pedestrian than you are a vehicle in the crosswalk.
It really can go either way depending on the judge.
