i dont understand the clearance thing i need for the bike frame

So i just recently bought a new bike. I was told about the clearance of about 2 inches that i needed for my crotch from the frame from the first few places i looked for bikes but this bike i just got my crotch area is right on top of the bar... and i dont know if i need to return the bike or if this is what its supposed to be like.
Can someone help me please.
